I don't understand who these bikes and scooters are for. Why not buy your own? If I'm going somewhere, I'd rather not have to walk around hoping for a bike to be nearby (and then looking again for the trip home). Having dedicated parking/docking areas would help a bit. Gives them a place to charge (if electric) and allows you to plan where you're getting a bike/scooter.
The only good use I can think of is areas with lots of tourists, where it would be impractical to bring their own ride.
