it might be because they don't want you to have to turn your head too much to check if it's clear. Most people when they turn their heads back to check, have a tendency to move the wheel slightly in the direction they are looking at. Just the way the body naturally flexes and bends.
Or blind spots on that side of the car.
What if you had a right hand drive car, under those posted laws you could have a passenger mirror and not a drivers mirror
