My theory is the air going past the bumper underneath the van does not cool the radiator much, as it is online with the footwell at the front of the van. By mounting a belly pan, air coming through the front grill, or through the louvre vent underneath create a positive pressure in front of the radiator. The original design does have marginal cooling, relying on the engine driven fan a lot of the time, sapping several horsepower.
