It harvests all of the energy in the exhaust. The turbine makes boost first. And once that is fulfilled, the remainder is converted to electricity. Nowadays that start-stop is becoming a common feature even in some Diesel cars in Europe and India, plus the hybrid trucks and buses, that MGU-H would make sense on them.
