I'm not sure if that would be road-legal in Brazil too, but even though it may be seen by those left-leaning lawmakers as "ruining a modern, safe car" they don't seem to look at the positive aspects of refurbishing an older "unsafe jalopy" to keep it roadworthy and up-to-date with stricter emission standards. Well, most of the older Euro rides were somewhat featherweight, which may lead one converted into hybrid to fare even better in city traffic. Well, I guess such a hybrid conversion would be quite desirable in Madrid for example...
