I once hit 120MPG on my Honda Rebel 250.
However, it was doing 40MPH, 3k RPM.
I find the sweet spot is probably around 400-500cc.
The Hondas you always need to go 3T down on the rear and 1T up on the front, to get eco-driving.
Even then, it's still not perfect.

I have a Yamaha FZ07, that does 80MPG peak, after sprocket change.
It starts to drive nicely around 80MPH, and I'm pushing it around 100MPH. Top speed? Probably around 140MPH with the larger sprocket. I did hit 130MPH before, and it's crazy.

Anyway, the 700cc motorcycles aren't optimized for street driving.
My 300CC barely had enough power to be on the interstates, and revved way too high.
So I knew I needed more.
At 4-500cc high-rev engine, you're probably best.
600cc low rev engine with wide gear spacing.

It all depends on where you drive the most.
In the city only, a 125CC is awesome.
On the highway only, a low rev (eco) 500cc (=boring) to high rev 650cc (=fun) is what you'll need.

If hypermiling is where you're after in mixed situations, 400-500cc is what you need.
Tall gears, preferably wide gear spacing. Revving at 3k RPM at 60MPH or less is good.
Should get you around 100MPG avg.
