Effect of weight savings are greater the diameter of the rotating diameters is. That said the biggest savings in rotating masses come from:
1. Lighter tires
2. Lighter wheels
3. Lighter flywheel
4. Lighter brakes
5. Lighter prop shaft.
6. Lighter engine components
List might not not exactly in correct order, but pretty close. So if you want most bang for your buck calculate the costs in that order. kg are always kg but if they are rotating its more important.
