Isacc Arthur has started a new series on Terraforming the Earth.
He starts off lightly with Seasteading & Artificial Islands:
If you stick with it, he progresses from aerospace for funding, through farming for biofuel, OTEC, and tidal power (Moon power!) to creating barrier islands full of housing and deep-sea farming with artificial lights using hydrothermal power. Whew.
Toward the end he alludes to later entries in the series that will get into mega-canals into the deserts and revising whole mountain ranges, aerial cities, etc. The argument for seasteading will seem tame and grounded before he is done.
