Actually, the lip is there deliberately! It reduces air resistance, strange as it may seem.

It is much better to have air flowing off the windscreen over the car than rolling around the A pillars to the side.
Because of the protruding A pillars there's more of a high pressure area ahead of the windscreen, which reduces the air speed over the windshield (and friction) and makes the aiir above it pass over the car more smoothly.

The same is true for the scooplike cavities in the sides of modern front bumpers. Create a stagnant high pressure area that makes the air around flow more smoothly over the car.
