80 psi is not unheard-of for bicycle tires, especially skinny ones.

Looks like you might have pinched the tube between the tire bead and rim the last time you installed it. I usually put a little bit of air in the tube -- enough to give it some shape without being firm -- before installing it in the tire. That goes along way toward avoiding blowouts.
