Sounds like the fleet buyer didn't specify the correct cold weather package.

Diesel and natural gas vehicles both have cold start issues but the solutions are the same. Heated fuel lines (either coolant or electric) and air intake heaters. In really cold weather an auxiliary heater is added to the fuel lines so warm coolant can continue to circulate through the fuel system and engine block even when the engine is off.
