Apart from that Corolla which my uncle used to own, I have never experienced cold start issues neither in cars I drove or in others I was a passenger. And the overwhelming majority of taxis in my hometown and other Brazilian cities run on CNG. It's also widely used in Argentina, and one of the reasons is that it may be able to start quicker than a Diesel in cold weather. It may take a while for the engine to get running smooth after the start, but then it's a different matter.
