The credit was intended to help start up these initiatives. It worked and should no longer be necessary. The initial development has been done, the charging infrastructure is building up, battery cost is coming down - that should compensate for the lost tax credit.
What remains is lower fuel cost, better comfort and driveability and less maintenance.
This is only the start of the boom.
