I think the e.i.a. has histories of data for any time of interest.
For 1991,I have,for New York City,you could buy Regular at $1.12/gallon and Diesel at $1.12.Caracas,Venezuela was 14-cents/gallon.
I remember gas during price wars at 18-cents a gallon as a teen.
The day before Operation Desert Shield it was $0.899/gallon around here.
