I appreciate the input. As I considered, it appears the risks of bondo failure is not worth the gain. In addition to spinning forces, potholes, heat transfer, and other variables may exceed the limits of the bondo. My FE numbers are not consistent enough to do any direct comparisons between open holes and taped-over holes. So I'm not sure about considering the tape. Also, my car is a bit of a show car. So I'd want whatever I choose to look pristine.
What I still don't know is if smooth wheels yield significant results or if it is one small step of many to achieve significance. Regardless, I will hold off for a while and test my options later.

I have my eye on the the Sidekick. I'm saving up for one 'cuz the ATAS sux. I will stay with a center mounted location to perhaps hide some of the antenna behind the draft of the cabin for (hopefully) slightly better Cd.
