A horizontal stabilizer aka elevator holds the wing up because lift wants to pitch the wing down. going faster is causing the C OF P to march rearward which necessitates down force as you get to mach.

Same for canard configuration. Just ask the VARIEZE and COZY people about bugs and rain.

I believe that moustache was one french reporter attempting to describe the 3rd surface on either the F16 or Mirage at an airshow.
