Multiple rear-end collisions every day? On the
same on-ramp? Documentation? That would have any DOT scrambling for a study and redesign, and would make news headlines.
Also, there's a reason in any rear-end collision the driver in back is almost always at fault. The onus is on them to control their car and respond to traffic in front of them, not on the driver in front to do the impossible and somehow control what's happening behind them.
