China is an undeveloped country,and under the UN Framework is exempt from limitations on developing coal-fired power plants,until they achieve parity with the 'developed' world,on a per-capita energy basis.
They're 'cold',and would like to be warm for the first time in their history,before they consider the next 'leap.'
