It should be, as OBD2 has been around longer than that. And I use readers on my 2004 Prius.
As for whether it as the exact PID you need built into it, or whether the SC guys would have to add it, I don't know. They ended up adding Prius PIDs to my SC, and making me a CAN only cable for it, so now I have a CAN/OBD cable for other cars, and CAN only for my 04 and 06.
Now I need to win this SC-e so I can just leave the SC in my 06 and put the SC-e in my wife's 04.
