Yes, as I understand it on jet engines similar constructs are to break up energy nodes, similar to sound peaks (frequency build-up nodes). I did such a thing on my hovercraft, can be done on leading or trailing edges.

I suspect on the motorcycle it is a styling statement, but I'll take what I can get when it comes to science and aerodynamics even if misunderstood - it's a start.
