I don't have a lot of money, and I already have too many books.

I've been thinking about plasma actuators. The middle layer is a dielectric. Glass is a dielectric material. IF, for instance a VW Beetle had a strip of copper along the outer top and sides of the back window, with a second strip inside, and a AC waveform applied across them; THEN would the aircooling be improved? The wake?
