The key factor is that most EV owners change at home and very rarely need to charge at expensive DC fast chargers. It makes no sense to buy an EV if you have to rely on public chargers.
Charging my Spark EV at home is 3 times cheaper than putting fuel in the Prius that it replaced. However, I generally use the free chargers at my work.
