I'll assume her claim about reception is legitimate. Not really, but go with it for a moment.
What isn't legitimate is her apparent position that you should anticipate her reception problems, assume that she has tried to text confirmation and travel an hour each way just in case that's what happened.
That's what it sounds like: she didn't text confirmation (flakiness or sunspots, accept either answer) and is blaming you for not showing up anyway. The legitimacy of her communication problems is irrelevant to your not driving 90 miles "just in case".
