Those pollution controls on that vehicle use more fuel, produce more soot and only lower NOx when working correctly.
It's only bad if you have NOx as your primary air bore pollutant.
Then as time goes on your intake gets plugged up with soot mixed with pcv gunk which further increases soot production, further lowering fuel economy and actually increases NOx.
The diesel over there isn't as clean burning as European and US diesel.

I deleted the EGR on my diesel suburban back around 2006. It smoked way less with out it and I cleaned the soot oil dirt gunk out of the intake at the same time. Deleting the EGR was and cleaning the intake was like putting s new engine in it.
