My parents are the same way about their cars. So, the Prius is limited to just sidewall max PSI, which has helped fuel economy. A partial subtle grille block in the winter was also used, but nothing too aggressive since they don't monitor coolant temps. Underbody paneling might help a bit too. Replacing the tires with something like Bridgestone Ecopias or Michelin Energy Savers would probably also help, of course once the current tires wear out.
