I say fix the truck to the trailer, eliminate that gap altogether, and make both the front axles steer.

they do make them like that it's called a box truck
it would be a after market add on also an OEM version..
most of the time trailers need to be removed etc.. my IDEA would accept this issue...
a Custom accordion style gap filler ..
it would have to be custom to each tractor for perfect fit
they use them on the SUPER long metro buses
the one in the photo has a fixed one which would be use less
I would be worried that those metal hinges will FAIL (metal fatigue or wear and tear) and have 30 pound sheet metal flying off into traffic.. THAT is why we don't have them today
