Probably. That or engine on, AC on, no throttle, in a gear. AC adds a lot of engine braking (not breaking, lol) power on those long, steep downhills and when you are already sunburned and the sun is blasting through your windshield... it's a welcome treat.
(That's THE only time I used AC. It's amazing how dedicated I am to this MPG game in my Insight. I can't bring myself to go fast for the sake of time or AC for the sake of comfort due to the MPG loss! Even though it was over 90*F and shade was a myth.)
