Oh you would be surprised. Local politicians own shares in the petroleum industry. They're blocking EVs or allow them (with a huge tax, almost doubling their prices).

You'd also be lucky hitting 60km/h on the highways here. 20-30km/h would be your average speed on a normal bustling day.
