I'm not sure about the base C7 Stingray, but with the Z51 package the rear fender intakes and hood vent are functional. The hood vent is pretty slick--it's fully ducted from the radiator. I don't remember if the front fender vents are functional or not.

Can’t say for sure and won’t take a minute to look, but I remember overheating issues in supercharged Corvettes, which touched off a storm of seeking out more and more cooling opportunities in these cars, so it wouldn’t entirely surprise me if vents were functional vs not.
