That's a fault of modern vehicle design. Nobody makes steel bumpers anymore except perhaps some trucks. Vehicles nowadays have plastic covered styrofoam in front of a steel "bumper". Rip that plastic off and you're looking at a grand.
Me, I'd never pay a grand for plastic, so I'd simply put a couple screws into it, or zip ties... or whatever it takes to look less bad for less money.
Someone backed into the Prius and put a fist sized hole in the plastic exposing the styrofoam underneath. Their insurance cut a check for $1000 and I pocketed it.
