Panasonic announced that they are not increasing capacity because additional capacity isn’t needed.
There are two “silos” at the gigafactory: Panasonic makes the cells and Tesla assembles them into modules and then battery packs. Is the bottleneck your friends are reporting in cell production or assembly?
