It would only be used when cold out and the windows are up.
Plus burning diesel fuel at atmospheric pressure to heat a bus doesn't produce nearly as much soot or NOx.
You go from burning 1 gallon of diesel every 6 miles to burning 1 gallon every 3 hours or more.
Let's assume the average speed of a school bus is 10mph and the heat load is 40,000 btus per hour because it's pretty cold. So now the bus gets 30mpg or so.
Its better than crashing into stuff because the windows are fogged up.
