How about the hood pins from the '70s where you drill through the hood above a frame member? Summit racing has them.
Or take your green hold down and go wheel arch to wheel arch if it has S hooks on both ends.
Have you tried a heat gun on the gorilla tape? BTW that was a nice job you did on that cover.
