I compared the 15" spare on my Civic with the alloy (18lbs plus tire weight, 16lbs I think, so 34lbs total?) and the spare was significantly heavier.
I've seen 13" old CRX or Civic steelies for $50/pair that weigh about 13lbs each. There's a selection of 155/80R13 snow tires available.

I wasn't expecting 4" wide steel wheels to be so heavy. I might've gone with 13s if I had known how heavy the donuts were. I had some 155/80-13 Blizzaks with about one season left on them, but I gave them to another Insight owner. My skinny 15" Yokohama snow tires were only $44 each after a rebate, so I'm not complaining. The $60 rebate paid for the donuts. Maybe I'll try 13s next time, I have the wheels. I didn't find the weight noticeable, but the rolling resistance sure is different! I'm gonna try more pressure in them soon. They're at 50 now.
