Spanning the credit multiple years would solve or dumping it against the loan (which is sort of how the credit worked for a lease)

Sadly making it more effective is off the table now.

EV adoption is likely over for flyover country anyway.

The Volt was much more popular in cold rural areas than any BEV,
With its discontinuation there are very few viable options left for rural single car households.
