I don't think so.
Really what's a bigger change, 30% change in sun light during the year or 300ppm or 600ppm?
Because the earth had to go to nearly 0 eccentricity to end the last ice age.

Why is construction happening at night?
Because it's an important project.
I have seen road construction projects on I-495 in Massachusetts going at at night. So what's your point.
It's not too hot during the day to work there.
In new Mexico where it's definitely hotter than MA construction projects rarely go on at night.
