NOx would really only be hazardous in dense populations. The primary form produced from combustion is NO, and it has a half life of less than 2 hours. NO2 is the second most common form, it it readily breaks down from sunlight. The total average half life of NOx in daylight is 4 hours.
Maybe it's a good idea to not allow too many diesels in Tokyo, but for places like Montana it doesn't matter one bit.
So these urea systems exist in the off chance that you're driving an F-250 through Manhattan.
