The "fairness" logic is sound, but the reasoning of human behavior isn't. You think if "wealthy" countries cut per capita emissions to that of China, that they will jump on the carbon cutting bandwagon? It doesn't work that way. They would take the opportunity to become the wealthiest country in the world and produce more CO2 per capita than everyone else.

Ironically, extreme socialism is probably the only way to cut carbon emissions drastically because it would cripple the economy. The other way to cut emissions is the advancement of technology, which takes wealth and healthy economies to develop.
