Wow. Ugly.

I had belts on another brand of tire begin to come apart on a travel trailer a few years ago that were date-coded at eight years. They were great tires, but the ravages of time, heat and load caused the belts to begin to release in the tread area. Fortunately, I noticed it and took them out of service before they were able to emulate the tire in the picture.

I like to run a hand over the treads when on the road. A lot of time, the belts can be felt coming apart due to distortion. You have to be careful doing this, because steel belts can produce sharp steel shards that can do a number on bare, tender hands.
