I live in New England, and our building code requires that we have foundation footings at least 4 feet below grade. This winter, the ground has been NOT frozen about as long as it has been frozen - so the frost line has been just a few inches, and for only about half the winter.

This is a huge difference from what it used to be, just a few decades ago.

The ice caps ARE melting very quickly. Glaciers all over the world - virtually ALL of them - are melting very quickly.

Winter is still a season - but it has changed very quickly.
