Except people who idle SUVs are immune to economic sense. Besides, I've never seen a no-idling area that cared about saving fuel. It's about the people in the area of these idling SUVs that aren't in air-conditioned, cabin air filtered comfort. They're outside, on foot, sucking down the fumes. Hell, I worked at a hospital once that had an HVAC intake near the loading dock. It was a no-idling area.
As stupid as idling is, no-idling areas aren't about crusading for higher mpgs, they're essentially about property rights and workplace protections. Remember smoking sections in restaurants? Yeah, workers shouldn't have to breathe customers' exhaust fumes either just because the customers are morons.
