Those decisions are made when the car is redesigned. When Mitsubishi redesigned the Mirage in 2012 for the sixth generation they decided to make it compliant with North American standards.

The GEM platform is not for the USA or Canada. Different regions, different requirements, different platforms. We get the new 2021 Trailblazer (VSS-S Platform) instead of the Tracker
