If you can't see 2 lights what's the point of the third

Street legality is dependent on the state. Have you seen my car? I've been pulled over once and given a warning. It barely has rear turn signals. And I've been followed by several city and state police vehicles. One even stopped pulling into a gas station to follow me.

No inspection, no problem.

On a serious note:
I still need to add a second brake light and better turn signals as well as a license plate light. I don't think that the side markers matter around here. But we also don't have inspection so that might just be because no one cares

Good point about insurance though. If it was obvious the other person was at fault can they still give you problems because of your lights and things?
