I'd say it would be a combination of brake cooling and downforce. They would design the wheels to suck air in from next to the car, cool the brakes and then vent it upwards to push down the front of the car. I don't think it would work on production cars with typically lower pressure in the wheel wells but you would have to autospeed style pressure test the wells to see if they were >atmospheric pressure and thus worth venting (backwards for FE, up for downforce).
