Attic insulation

I had recently asked about using attic insulation to wrap a water heating in to keep it warmer. I know adding insulation to the attic will help lower energy costs (I did and it saved me ~$150 the first year), but is there a point at which the amount of insulation is really not adding any more R values? I had R-13 in the attic when I bought the house (very low for NJ), then I put in R-19 over that. As stated in the post about the water heater, sometimes I can get insulation at an auction, a batt or two at a time, and sometimes a little older, but is it worth adding more if I can get it cheap enough? I'm sure there is a point when adding more is just not going to help and I'm wondering what is that point?
