Cheap cars have the instrument cluster in the middle of the dash because it is cheaper than making one dash for RHD and one for LHD.
Almost every car I've owned has the oil filter under the engine in a vertical position. You either just spin if off and let the oil fall into your catch pan or you can poke a hole in the bottom to let it drain. I poke one in the bottom and one near the top so air can get in and it drains better. Then I drive a screwdriver through the filter horizontally near the bottom and use it to break the oil filter free.
I'm surprised to find that $2,200 is near the bottom of the KBB private party pricing.
I guess the question is, do you want 3 cars with 200K miles?
