If the tires are almost worn get new ones; it is way easier to steer tires that have good thread depth.
And PSI, as much as reasonable (shorten the contact patch).
My wife's old 1998 Suzuki Alto has no PS because it has nothing that could potentially be left out. It was heavy to steer until it got new tires, just before we sold it to my mother-in-law when we won the I10. It made a big difference.
I may have to drive the Alto to the junkyard next Monday if it fails MOT, but it has served us and many others well.
The I10, incidentally, had a faulty PS sensor twice and was a real pig to steer then. Upping the tire pressure a bit made all the difference though, from safety concern heavy to just heavy at low speed.
