The fan only comes on momentarily for hard braking, maybe one of the other [of six IIRC] modes.
Thrust was the second or third effect. Mainly it's a pneumatic amplifier that turbo-charges the diffuser. Suction on demand. If you embiggen the illustration in Permalink #13, you see there is air drawn out of the rear wheelwell. Not sure what that 's about.
