You are an anarchist if you produce you're and armed citizen who is capable of generating your own power, have a well, grow your own food/livestock, burn firewood and trash for heat.
For regular people all you have to do to control them is turn off their electricity, think California. Take their food, any communist regime or midevil monarchy. Take their water, like war lords in Africa dumping diesel fuel down the village well. Take their home heating like during the oil embargo, energy crisis, or the sky rocking natural gas prices in 2008.
