At "7 miles," you're right at the distance the car gets warmed up. Based on my experience:

1) Engine block heater - helps get the coolant up to efficient operating range.
2) Spoof coolant temperature sensor - (MAY NOT BE LEGAL) trick the car into using fuel efficient control laws. This may not bring the catalytic converter to operating temperature quickly.
